In 1996, the United States was struggling with the Iraq Disarmament Crisis, as Iraq continued to deny inspectors access to a multiple of sites. The U.S. fails in its attempt to build military support to investigate Iraq and aid the United Nations Council. From this event many people seen flaws in the department of defense and decided they wanted a reform in the chain of command. Many believed that the department of defense needed a lot of changes since it was created in 1947. William Cohen decided to write a new policy for the department of defense to reform and restore the department of defense. He felt that by passing this Act that it could help better protect his Americans that he represents. So for every month a veteran gets benefits at the half-time, the veterans benefits are only charged for half of a month. Montgomery GI Bill may also be used while active, which only reimburses the cost for tuition. Each service has different programs for active duty members. Many don’t use the benefits of the MGIB until after discharge or when they are not active duty. The Montgomery GI Bill Act passed and many benefit from it today. When the Iraq Disarmament Crisis was happening the United States was trying to build support of military forces to extend to the power of the United Nations but we fell short. After many seen the outcome of this situation we decided we needed a reform for our defense of our country. Since United States Department of Defense was created by the National Security Act of 1947 we decided we nee ded to completely change the chain of command. Cohen went ahead and made the draft of Goldwater-Nichols Act to make an extreme change to the department of defense. This may have been the best was to deal with situation with the resources he had, he was able to improve the countries defense passively without demanding or making a scene but diplomatically and was able to get reelected next year.
